Leave head on snapper. Make five slits, starting past the head and going all the way to the tail on each side of snapper. Mix pepper and garlic powder and sprinkle on snapper. Pour cold water in a broiling dish big enough to accommodate snapper. Cover head and tail with small pieces of aluminum foil to prevent burning. Pour melted butter over snapper and place in preheated broiler. Baste every 8-10 minutes. Snapper should be ready in about 25 minutes.
